how to "reset" the dock?

restarts, log outs, force quitting... nothing seems to keep it from jumping to 100%

is there a plist or something i can delete?

btw, it only happens on this user

There is:

User > Library > Preferences > com.apple.dock.plist

Just trash it and restart. Your dock will be returned to it's original state.
