When starting from blank canvas, and wanting to make up a table I cant seem to find a way to resize all the columns at the same time.

I know how to drag from the right side of the column to adjust individual size, but when clicking mouse to drag column it displays size as 3.0 cm, and every other column is the same...... I want to know how to change all sizes at the same time to say 2.3cm (or whatever other size I chose) so each column is the same size, but it's whatever size i wish it to be, so if i resized a column from 3.0cm to 2.0cm how do i then make all the other columns resize to 2.0cm? because at the moment the only way I know how to do it is 1 at a time and that would take forever.
 
Have you taken the trouble to look at the Numbers "Help" page? It's all clearly explained under "Resizing Table rows and columns".

Select all the columns, either by clicking the top of Column A and dragging across, or by Clicking the top of Column A and clicking Cmd/A. Open the Inspector, select the Tables tab and enter the width of your column.
