I think sign inwith the icloud, and set the icloud contacts to on, and it should download them for you.

make sure you already have them saved in your old version before the restore😎

I have them all backed up locally on my iMac...setup as new choosing what you want to sync...I also have them in the cloud, so I'm double covered.

That's all I do, set up syntonization within iCloud. I'm unfamiliar if the exact steps are a bit different with iOS7 since I'm not on it yet 😀

They will be restored if you sign in to iCloud. (As long as they are backed up with iCloud).

you can use itools to backup your contacts as a csv or vcf file. then after fresh ios install, import it using itools
