Hi,

I just bought an iPad Pro 11 2018 with cellular capabilities. How to i make sure the WIFI connection is the default internet access connection instead of the cellular connection. As long as I'm connected to WIFI, i want to make sure my SIM card activated connection is used only as a backup. I don't want to incur cellular charges without knowing it.

Could you elaborate?
 
If you don't want to connect to the cellular network, turn on airplane mode. Turn it off when you want the cellular network connection.

But I think that would also turn off the WiFi connection. Isn't there a cellular setting in Settings that can be toggled off?

I believe it will automatically use WiFi, when available. I have the LTE model, and I have never experienced it connecting to LTE when WiFi is available.
 
The default priority is already what you want. If you are so unsure about it just activate airplane mode then enable WiFi. Or just turn off the cellular data in settings.
