Yes but the IP should be different. If the Exterme is 10.0.1.1 then make the Express 10.0.1.2. It lets you manually set the subnet since yours appear as different.
 
OK, the IPv4 addresses are already different on the extreme and express: I'll leave it alone. The subnet masks are different so I'll change the express to match the extreme. As for DNS Servers, the extreme is showing 2 lines which are 75.75.75.75 and the one below it is 75.75.76.76 Below that it has 2 lines that are labeled IPv6 DNS Servers which are 2001:558:feed:1 and 2110:558:feed:2

On the express, the router address is different than the extreme, and the DNS Server on the express has one line only that matches its router address. There is only one IPv6 DNS Server line and it is completely different than the extreme.

What should I do with the DNS Servers, IPv6 servers and the router address differences? I am also interested in knowing what these things are and what they mean. Explanations would also be greatly appreciated.

That is fine! The Express is supposed to show the Extreme as the DNS server. Just change the subnet mask and let it roll!

Yeah, you want the subnet masks to match. Otherwise, with a 255.255.252.0 netmask your Airport Extreme is able to talk to a bigger network (more IPs) than your Airport Express with a 255.255.255.0 netmask. Since you want the network to be shared, you'll want all the settings to be the same (with the exception of the IPs of the Airport base stations themselves, as already mentioned).

Devices should switch from one base station to the other automatically. I have a similar setup at my own house. I've found that it works reliably when first joining the network. However, if I walk from one side of the house to the other, my Mac will usually stay connected to the far Airport. I'm not sure how often OS X will check for a closer base station. Turning WiFi off and then back on again will force it to reconnect to the closest base station though, so I usually just do that.

You need to adjust the transmit power so there is less "overlap" of the wireless ranges.
 
I seem to have wifi now all over the house however the internet speed is significantly slower and my Apple TV which normally connects to the airport extreme because it is very close it, is so slow to the point that I can't play any content in iTunes (movies, tv shows, etc.) the wheel keeps spinning. I reset the Apple TV but that didn't do it. Maybe adjusting the transmit power is something I need to do. How can I fix this?
 
Nevermind. I power cycled my ATV, modem and routers. I also reset my modem. Things are fine. I don't see how I can adjust the transmit power in airport utility though.

This is not normal.

Check the security mode in all the devices.

If one device has WPA, and the other WPA2, for example, it happens exactly what you describe : you need to turn wifi off/on for the client to reconnect to the closest access point.

I don't see how I can adjust the transmit power in airport utility though.
No longer possible in Airport Utility 6.x
You would need AU 5.6.1 to do that.

I checked the security in both devices and both are wpa2 personal
 
There are no issues with wifi devices in the house moving from one end to the other. iPods, iPhones, iPads and macbook pros are all getting good signals. :)
