How to solve "not already in use" problem: trying to change primary email account

When I tried to change my primary email account to another already confirmed email, it keeps telling me that the account is "already in use".

For one, I don't understand what that means, and can't really figure out what I should do to fix this.

I even removed all references to this email from my iMessage and Facetime.

Any ideas?

Go to the Apple site My Apple ID and verify the change on your account.

Go to the Apple site My Apple ID and verify the change on your account.

That's where I'm having problem. The new address is already confirmed...but, it keeps saying must in be in use, whatever it means.

Solved my own problem by removing the email as a rescue email. Forgot about it.
