how to switch display card between 9600 and 9400 on windows xp

You don't, at least not until Apple comes up with support for it.

This is not currently possible in Windows: Only the 9600m GT card can be utilized outside of the OS X platform.

you can only do it in os x i believe.

You don't. XP uses the 9600M GT as the primary and only video card.
