I have the iphone 6s. I have an upgraded icloud that is about half full. I'm upgrading my phone but when I look there are many contacts that are missing. Some that I've added within the last couple months. I noticed this when I was using messages on my ipad and it simply didn't have several numbers.

Now I've looked under my icloud settings and it shows that contacts is selected. What can I do to force a sync?
 
Under contacts on your phone - groups is contact settings look correct?
Under settings contacts accounts again do things look OK.
 
I had this happen before due to a gmail account. At some point gmail got selected as the defualt account for contact so new contacts were saved to it instead of icloud. When I setup my new phone I didn't bother to turn on contacts in gmail since I thought I had them all in icloud. Only after adding them all back manually did I think to check my gmail account.
