How to sync local music in iTunes with Apple Music?

As the title states, how? When I go to my phone in iTunes and select music it says I'm using iCloud music library and all my music is only available to stream on my phone. I can't seem to find a way to sync my local files?

All I want is to be able to keep my phone up to date with my local music and merge it with music I stream from Apple music.

Any changes to my local music (like tracks Apple doesn't have) get uploaded to iCML within a few minutes. In iTunes if there's not a cloud with down arrow, it means that track is local. If you right-click you should see a menu item to upload to iCML. Mine works automatically but at times I use manual upload.
