how to sync note in the tab "on my phone" to iCloud

hi, my mom have some notes on her old 4s and needs them on her iphone 6, how to sync them? only few are put not the ones in the tab "on my phone"

i'm new to iOS world just got my 6P

Since the tab says "on my iPhone" it's not stored in icloud.
My suggestion would be to copy the notes into one of the icloud tabs.
