How to tag photos

How do you manually add tags to photos? There are instructions on how to do it, but those are for previous iOS versions. Basically it says in the Photos app, tap on the Tag icon at the bottom, but in iOS 10 there is no Tag icon.

In iOS 10 tap on any photo and tap on add name located on top center. After this tap on confirm additional photos to confirm whether it is same person or not.

Where is the option for "Add name" in the Photos app? On the top center it only shows the date when the photo was taken and to the right has "Details", but no Add name or Tag.
I saw screenshots from previous iOS versions and they show Tags icon at the bottom. Don't find it on iOS10.
