Maybe I'm missing something obvious, but I don't see an option for taking RAW photos or even 48mp photos.

So, my question is how do I do this?

I find plenty of people talking about actually taking the photos, but not describing how to do it.
 
Go to Settings -> Camera -> Formats and enable ProRAW and select the 48 MP ProRAW Resolution option just below there. In the Camera app make sure RAW is not crossed out at the top-right corner, Night Mode is off and you are using the 1x lens at 4:3 ratio. Should work for you after that.
