I have a friends 3G running 4.2.1. I know it can be jailbroken but how can I tell if it can be carrier unlocked?

step one call the carrier too see if they will unlock it.. if it's at&t well we already know (no) however 3G can be unlocked via jailbreak and ultrasn0w. Iclarified has tutorials and there are many threads here about it just search.. also a handy dandy sticky up top. 
Look at the phone and see what the modem firmware on it. If it is 05.13 or below, you can unlock it with ultrasn0w. Anything higher than 05.13, you are out of luck.
