Since Apple changes the serial number and battery of iPads sold in the official Certified Refurbished store, is there any other way to tell when the iPad was manufactured?

Sometimes they'll tell you, but not always.

Serial number, btw, isn't helpful even on non-refurbished. The serial is totally random now; the "coded" info in the s/n went away a few years ago.
