I bought a I Pod Touch 3 yrs ago for my wife. I don't know what generation it is. Is there a way for her to listen to the BBC or RTE radio on it ?

Plug it into your computer, update to the latest possible software version, then find an app in the app store that'll do it.

Three years ago, it'll be a 1st gen. The latest version of the software it can use is 3.1.3 (which is necessary for a lot of apps to work), which will cost you a few dollars through the iTunes Store if you don't already have it installed.
 
if you bought it 3 years ago it's a 1st gen. as far as being able to listen to the BBC you should be able to, a quick search on google came up with this page, but I;m sure there are other ways as well.
 
The Reciva app works quite well for me,all BBC and RTE streams are available along with thousands of others.
