Is there any jailbreak tweak that works for iOS 9.3.3 that does this please ?

That's what I use.

Beware if you do use it, the process called "familycircled" crashes from time to time. That's one of DataMeter's processes. Doesn't affect the tweak but if you don't know what it's related to you'll go off on a wild goose chase.

That and the speed of any transfer rate you have anywhere on your device doing anything that requires a network connection.

DataMeter shows you the transfer rate of the current connection. If you happen to be in the App store and happen to be downloading an app in the app store, DataMeter is going to show you the speed of the current transfer rate.

It's for that reason I suggested it. But DataMeter is not a "Speed of the App Store Download Tweak". You leave the App store and you start doing other things that require your data connection DataMeter is going to show you the transfer rate - because that's what it does.

I find that this processes crashes every time I open/use the App Store

Well, if you have DataMeter installed yes.

I only know because it had an update at one point and my battery was being killed. The top two processes was familycircled and another one (forget which).

At that time since the update was all I had done, I uninstalled DataMeter and the runaway process disappeared. Later in looking it up it was related a few times to this in some other threads I saw.

DM had an update later that fixed the battery hog/process isues so I reinstalled it. But every so often, particularly in the App store familycircled crashes. I ignore it now because I know why - although it's still irritating.

If you DON'T have DataMeter installed then there's a few other tweaks it could be related to. Can't remember which ones but they popped up in my search to figure this out.
 
Thanks for the DataMeter recommendation I like this app a lot! It even better than the Apple App Store app it replaced because the widget wasn't working correctly anymore sadly for the other app.

Now I can see what speed I get on the cruise internet!
