I need to test the affect the iOS 9 Notes app has on my phone's memory / CPU performance.

If the app isn't ours is this possible in Xcode? There are obviously 3rd party system monitor apps but I need to get info on how the Notes app affects performance specifically.

If not Xcode is there a JB tool?

How could I get the Process ID for the Notes app and determine status?

No, Xcode will not help you analyze the performance of a built-in app, only apps you've created. As for jailbreaking, I have no idea there.
