I don’t have a computer and I would like to insert a microSD card from my dash cam into USB-C dongle and have the video trans onto my iPad, but it won’t work, only photos. Is there an easy way or must I have a computer to change some files. At the moment I use Wi-Fi to download the pictures onto my iPhone then share it with my iPad, which works. I have this dongle below.....

You'll be able to do this using the stock Files app in iOS 13/iPadOS (which should be released next month). In the current version it's only possible with special adapters that require a proprietary app (but I think they only exist for Lightning).
 
For sure not a problem on iOS 13, I've already tried it with a bunch of sources - hard drives, flash drives, SD cards etc. I've plugged in 2x 2.5" external drives, 1 flash drive, 1 SD card and 1 microSD card all at once too... all good, everything shows up in Files and I can copy back and forth. Let's see how long we have to wait for apps to catch up and be able to use external media.
 
I hooked my USB-C dongle and looked into the Files folder and low and behold I found my BlackVue Dash cam videos. All is fine. I guess were I was looking at for the videos was wrong. I was at the Photos app which did not show the videos. Thanks everybody for your assistance

So they were there the entire time?
 
i connect to my blackvue cam by wifi on my iPhone. use blackvue app on your iPhone to get videos downloaded to the blackvue app. on app internal memory share and save video to files app which will appear on your iPad

Did same (Blackvue S900 1ch) for over a year, than finally learned of the “File app”, inserted micro sd card using a dongle and my videos are clearer now . Nice improvement in quality of videos. Most the time I will just use the Wi-Fi method to my iPhone, then transfer to my iPad, but in situations where I need to keep a good quality video as evidence or memories i’ll do with the file app way.
