So I have a Mac laptop at the office and an iPad Pro at home. I essentially want to treat my iPhone and a USB flash drive, to transfer the file to my phone then to my iPad when I get home.

I sometimes need to take video files from my Mac at work to my iPad at home but I don't want to use dropbox/icloud because they're big files, usually 1-3gb. I don't want to just transfer them to my iPhone beaus they end up going into the Photos app which messes with my iCloud storage...

Is there any app or method so I can download to airdrop the file to my iPhone and then airdrop it to my iPad for playback?

File manager such as Documents should do the job to load file onto your phone but it needs Wifi for wireless transfer. Or you can load your file through iTunes when possible. After that, you can airdrop from Documents to your iPad. However, the default location of video is still photos app.
I don’t know if this is possible but you can try to download file from your iPhone using Documents app wireless transfer.
