If I were to buy a brand new iPhone, would there be any way to transfer all of my game saves/app data from a previous iPhone or iPad to the new one? I've played a ton of games on my iPhone/iPad but I don't know any way to transfer the game saves between each other. Moreover, if I buy a brand new iPhone and reinstall all my games, it won't have ANY game saves/app data, which would be nearly impossible to replicate on it. Any ideas?

Not unless you had access to iOS 5 and iCloud.

Just back up the phone/iPad to iTunes and restore from backup on the new device. Usually, iTunes backs up automatically unless you have it disabled.
