How to troubleshoot an iBook Charger 45w

I've got a 45w iBook charger for the old clamshells that appears to be not working.

I touched my multimeter to the + and - of the 3.5mm plug, and it at first reads 0.007 and quickly flatlines.

At this point, what are my options?
