In some countries like Japan you can't even turn off the camera sound at all. It is legally required to prevent upskirts.

Flip the silent switch on the side, take your photo, flip the switch back. Unless you're in Japan or any other country that requires the shutter sound regardless of whether the phone is on silent, I think that's the only way to do it.
