As it seems Lion has made the user library a hidden folder and I routinely need to access it, is there some way I could bring it out from obscurity again (without showing all hidden files)?

Search the forum :D

Hold down option key then click Go menu in Finder or enter ~/Library in "Go to Folder" from the Go menu in the finder.

or in terminal chflags nohidden /users/**username**/library

This. Easiest solution in the long term, I think.

I personally used this version of the command:
chflags nohidden ~/Library

Saves typing, and you don't need to bother about where exactly your user folder is (mine's on a different drive).
