I just bought an iPad mini 4 off eBay, and it came with iOS 9. Not iCloud locked either. When I try to update it through settings, it says I need to connect to iTunes. When in iTunes, I can click update, and it says this iPad will be updated to iOS 13.x.x, but then it gives me an error message that says you do not have permission to access the requested resources, and it doesn't update. I'm on the latest version of iTunes, latest windows updates, even tried two computers, multiple USB ports on both, and have the same issue on both.
Anybody else run into this problem?

You might try a DFU restore to see if that helps. I have a mini 4 running iOS 13 with no issues.

No issues downloading and updating my Mini iPad 4.
Sesame Street simple.
Did it on the free wifi at a Tim Hortons outlet.
 
iTunes is next to useless unless you like reading error messages and excuses.
I update my iPhone 5s and Mini iPad 4 right from my home wifi connection using the devices themselves.

No issues downloading and updating my Mini iPad 4.

i’m having a similar issue. bought a used 10.5 iPad Pro that was on the black iTunes screen. according the previous owner, it happened while updating (i don’t know what version). i’ve tired restoring on my iMac which is a 2011 so has an old version of iTunes so i’ve tried on a PC with the latest version and still getting error 9. i’ve tried both dfu and regular recovery, different cables, different ports. i’m at a loss for what else to try. any thoughts?
