At this moment, you can get 10.15.5 (19F101), 10.15.4 (19E2269) and 10.15.3 (19D2064) with https://github.com/corpnewt/gibMacOS

I just checked, 10.15.3 and 10.15.4 are not available.
open "x-apple.systempreferences:com.apple.preferences.softwareupdate?installMajorOSVersion=10.15.3"

I just checked, 10.15.3 and 10.15.4 are not available.
They are, search for 061-86291 (10.15.3) and 001-04366 (10.15.4) in Apple's update catalog
Code:

Those versions are specific forks for specific hardware.

No, they are not. They can be downloaded from Mojave and presumably from Catalina 10.15.0, 10.15.1 and 10.15.2.
Regardless of their ability to be downloaded, 19D2064 is the forked build of 10.15.3 for the 2020 MacBook Air, and 19E2269 is the forked build of 10.15.4 for the 2020 MacBook Pro 13" models. You can tell they're forks because of the 4 digits in the build number. The standard release version of 10.15.3 is 19D76 and 10.15.4 is either 19E266 or 19E287 (after the supplemental update is installed.)

I would suggest that with all of this back and forth, upgrading then downgrading operating systems, that in the end you are unlikely to end up with anything stable. Perhaps you should just start over with a clean install of the latest Catalina.

I was hoping there was a way to install a different version of Catalina other than the latest. I just got the latest Mac mini, and experiencing a common issue many users are experiencing. I have a 3 monitor 4K 60hz setup, 2 T3 and one HDMI. On the latest Catalina, the HDMI doesn't work out as expected. I have to unplug and plug the HDMI after the T3 monitors in order to get all 3 monitors to work. After sleep or shutdown, repeat.

Mojave , all monitors work fine, actually except once like an hour ago...smh. Mojave is working though for the most part, however it doesn't feel right, would rather go to the latest version I can, plus every time I boot up, for some reason I get a popup saying that the Mac crashed and if I want to send a report.

I did also try a fresh install of Catalina with no luck

Have you tried an SMC reset?

Yes, I did. If I understand correctly, that can be done by removing the plug for 15 seconds and starting the Mac again

Desktop computers
  1. Shut down your Mac, then unplug the power cable.
  2. Wait 15 seconds, then plug the power cable back in.
  3. Wait 5 seconds, then press the power button to turn on your Mac.
