My parents came to visit and I just bought them a new iphone.

Problem is - they sync their iphones with their main computer at home from another country. How do they migrate over to the new iphone? They can't use icloud backup because their backups are way over their icloud storage space.

They could increase their iCloud storage, jumping from the inclusive 5GB to 20GB of iCloud space costs me 0.79p per month and it is billed monthly with no contract. They could upgrade their storage space, do a backup on the old iPhone, restore the new phone using this backup and then cancel the upgraded iCloud storage allowance. The whole process would have cost them peanuts.

Alternatively, they could backup to your pc/Mac and then restore the new iPhone from that backup?

Is there another computer they can backup to and then restore from (and then delete their backups from that computer perhaps)?
