Am I missing something?

I hold CMD and tap tab key and yes the menu bar swapped from chrome to safari.

but the tabs shows are still chrome.

Did I miss a key press to get safari to show?

Chrome tabs still show and if click anything menu bar reverts to chrome as the tabs are chrome.

Is this normal?
In windows if do this it changes the window, why not on Mac?

Sorry if this sounds stupid question.

I usually swap by clicking on the icon in dock, but thought keyboard short cut be faster.

I'm not sure I understand what you mean by that. CMD+TAB works for me like it does on Windows, except it goes from app to app, not window to window.
[doublepost=1517314622][/doublepost]On Safari and Chrome you can also use CTRL+TAB and CMD+<tab number> to move between tabs.
 
command + tab will show a bar in middle of screen and can swap to safari, chrome, thunderbird, Skype, etc.

however it only changes my menu bar.

below the menu bar is same.

E.g. im in safari now typing this. I hold command and tap tab to select thunderbird as a new email came in.
the menu bar now shows thunderbird and its option yet below menu bar is still safari and this forum. I cannot see the new mail message or thunderbird.

It is only swapping the menu bar not switching to the selected app.

Have I described it better?

Yes, I understand now and I think you're problem is like BrianBaughn said, you don't have a window open in that second application.
 
yes I figured it out need use option key too.

the app I was was minimised to dock.
option key allows me to open it back up.

no it is not.
but if involve the alt key (if the desired app is minimised) then it can do the same as clicking it on dock (as long as it IS open)

I was just looking for quick option rather than having reach over to mouse every time as i'm usually poised over keyboard most time made sense find keyboard short cut.
