So...

I want to watch Silo Season 3.

But the new Apple TV app only has a "play first episode button".

When selecting any specific episode (like Season 3 Episode 1) there's no "play" button, just text info and extras.

So is the only way to watch S3E1 to watch S1 and 2 again again? It seems to be the same for all other shows. No way to play specific episodes, it only shows "play first episode" for all shows.

You see the Season drop-down below the episode on your 2nd screen shot (currently set to "Season 3") and you see "Episode 1" below that, which is E1S3... click that??
 
Yes, and after clicking that I’d see the top screenshot. It shows information about the episode but no play button.
 
Sounds like you're hitting the Apple TV app's Up Next tracking — the labeled "Play" button on a show page plays whatever the app thinks is your next unwatched episode, and if the app isn't confident where you are in the show, the labeled play buttons can vanish from the specific-episode detail views entirely.

Try right-clicking any prior-season episode in the list and picking "Mark as Watched" — shift-click across a range for bulk. Once the app thinks S1 and S2 are done, S3E1 becomes the Up Next episode and the main Play button will grab it. You can also right-click any individual episode row directly for a "Play" context menu item, which bypasses the buttonless details screen.
