I have a MBP 16 inch connected to a Samsung 34 inch CJ791 TB3 monitor. It supports 1440p at 100htz. I was interested in getting the Caldigit TS3 plus thunderbolt dock so I can get the additional ethernet and sd card ports since the monitor only has USB ports. As per the caldigit manual using the TB3 output you can only go up to 60htz while the monitor supports 100. Can I connect the devices MPB-->monitor-->caldigit dock with TB3 cables and get full resolution while having full functionality of the dock? The monitor manual says the that the TB3 out only supports 15watts Does this matter since the caldigit is powered?
 
The power output of the monitor's TB3 port does not matter if the dock has its own power supply. You could try the setup you're thinking of. Some people would connect say a bus powered TB3 drive to the monitor in which case the output would matter.

Another option would be to have one TB3 port on the Mac directly connected to the monitor and a different one on the Mac connected to the dock.
 
Until recently I had a 16” MBP i9 32GB (I now have a 13” i7 MBP and a Mac Mini). As suggested by @mdgm I use 1 TB3 port directly to the Monitor (LG Ultrafine 5K) and another TB3 port to go directly to the TS3 Plus and I have never had any problems.
