Since the release of the iPad is about 2 months before the release of 4.0 (hopefully), will the new generations iPad be synced with the release of software like the iPhone is? or will it be released like the ipod touch is on a later date than the new OS?

No I highly doubt we'd see new hardware that early, but honestly no one knows anything except for Apple. My guess would be that we won't get new hardware until next year, it'd be a yearly cycle for refreshes just like the iPhone.

If they follow the iPhone, expect a price drop soon and a revision in a few months' time. THEN an annual cycle.
