HTML E-mail

I know I am probably bugging everyone with my posts in here this week, but once I redesign my site I should be done for a year or two (until I get bored with it again.)

I want to make an e-newsletter, using HTML E-mails, how do I make it so that the e-mails are sent in HTML format?

Something like this:

Content-Type: text/html;
charset="iso-8859-1"
Content-Transfer-Encoding: quoted-printable

Can I change the content type using Mail.app? Or do I need a different program?
