I think you should make a YouTube video of this on your phone, because it doesn't work that way on any of ours (including my 4S).

I have discovered on an iPhone 4 with ios5 that you can still make calls using voicecontroll even if pass code lock is active.
You can turn that off by going to your passcode lock settings and turning off access to Siri from the lock screen.
 
I noticed this issue yesterday, but I'm not sure if it happened on my wife's iPhone 4S or my iPhone 4 (with iOS5). I tried a couple of times today my 4 and keeps going back to the lock screen. But I know I was able to bypass the password using the double click for camera yesterday.
 
It Worked!

Not what the OP said, but I officially made myself look crazy.

I had a text message notification on my lockscreen and while trying this out and it not working I got a little creative. I did a few too many home button clicks which enabled voiceover.

This otterbox seems to amplify the sound by 800 in this quiet place

Phone starts talking.. NEW MESSAGE FROM SO AND SO, VOICE OVER OFF, VOICE OVER ON, NEW MESSAGE FROM, VOICE OVER OFF.. Was in that cycle for what felt like an hour (15-30 secs) Yea I'm done with this one.
