I purposely use my iPad to install developer betas so I know what's coming for my primary iPhone when that version actually releases.

So no. I installed 17.0 on my 11 Pro Max moments after it was released.

You’ll find the migration/restore from backup process far easier if you update to iOS 17 on the existing phone.
iOS 17 made some really good improvements in this area.
For the first time ever (for me), my eSIM swapped over flawlessly. I didn’t need to set up my cards for Apple Pay again on my device either. The Apple Watch transfer process over to the new phone works much better too.

I learned the hard way years ago to not do that, because I would be wanting to try all the new features all week, and then the new phone would come and I would be all excited about the new phone, and then I'd run into a brick wall because to transfer the old to the new I'd have to run that update anyway.

I'd rather do it at a time when I'm not also excited about having the new hardware in my hands. I'm pretty sure Apple spaces it out this way on purpose.

Updated 11 to ios 17 - see absolutely no visual difference versus 16.6.
watchOS is definitely the bigger update this time around. I’m not exactly sure what I think of the changes yet to it. The Home Screen is definitely going to take some adjustment, since the app grid starts at the top of the screen now instead of the middle (I had to move all of my most used apps to the top of the grid). Control Center being on the former dock button is also a major adjustment (it also reminds me of all the times since watchOS 1.0 that Apple has changed that button). The widgets are cool, and I wish they were available when using other apps. And the new combination pager+scroll view is going to be great once third party apps start updating to use it.

As for iOS, the nicest feature in my opinion is interactive widgets. I’m not sure if text entry is an option for them (haven’t used many yet), but here’s to hoping PCalc adds support for at least the large and extra large widgets so I can remove my last pre-iOS 14 widget.

The security components of the update make it worthwhile to update, in my opinion. It seems silly to me to hold off on the update until your phone arrives (I’d have to wait nearly a month if I did that!), especially when people point out that you’d have to update your current phone for the migration process anyway. Might as well be using your existing apps’ new features right away instead of waiting.

I'm hearing both sides....If I bring my iPhone 11 on ios16 to the store Friday to get a new pro max, will apple be able to transfer all of my data over without upgrading to ios17?

Nope. All they're going to do is guide you through the same process and then you'll find yourself sitting at the little wooden table until that's all finished and you don't need the old phone anymore. And that is not going to be a fun day to sit in an Apple Store. There's no special shortcut they take at the store in my experience. They just park you at a free spot and you pay your upgrade dues.
