I think it's funny that you think a collection agency is going to "make him pay" when they "catch up with him." All it will do is ding up his credit... which it seems like he probably doesn't care about anyway. They will not sue over $25. Not worth the time, money and effort.
 
Get it factory unlocked (it costs around $130 to unlock t-mobile) and then use it on AT&T. If you want to use it on T-Mobile, you're probably screwed.

Seriously? I've never heard of competing carriers sharing lists of blocked phones due to non-payment. Unless we're talking about the STOLEN database, which of course all carriers share. But if your phone is blocked due to non-payment of a bill, a competitors' service (if you can get your phone working on it) should always work.
 
If you know his name, why not try this.

Walk into a store, say you are xxxxx and need to pay off the balance on this phone. Generally they are not going to ask for an ID just to accept a payment. If they do, say you left it at home and just want to pay it off.

There must be a way to just pay on the account.

This privacy stuff is getting in the way of just living.

This is true. The only shared database of blocked IMEIs is for phones reported lost/stolen. Carrier blocks for non-payment are not shared.

That isn't what I was saying. What I am saying is... If T-Mobile blocks a phone for non-payment... it is only blocked on T-Mobile. AT&T isn't going to prevent you from using your phone on their network because you owe T-Mobile money.
