I've got 10.6 and iWork 08. Someone emailed me a Numbers 09 document which simply would not open, be it in iWork, Preview or anything else I tried.

But I can see it in Quicklook. So the computer DOES understand the document, so is Apple just crippling everything else to persuade me to buy iWork 09 (which I can't see have any real improvements over 08)?

I imagine that it is Snow Leopard that knows the file and not iwork 08, the compatibility for iWork 09 must be built into the preview function itself.

Download iWork 09, and make use of the free 30 day trial.

Simply open the file in iWork 09 and save it in the older format.

You can ask the person who sent you the '09 document to open it, save it as as a '08 document and send you that. I don't know of any long term solution, except perhaps iwork.com ... possibly just might maybe.

Quicklook is just a plug-in style architecture, you don't need the application on your system to be able to quicklook the file.

You can quicklook MS Office documents without office.
