It doesn't appear as an option in settings as I've seen pictured in apple support.......
Is it because I don't have IOS 16?
 
You don't have to do it that way. You can go into your photos and click on the file square looking icon on the bottom left hand of the screen. Gives you the option to make it your wallpaper.

I know but I'd like to be able to compile a separate gallery of wallpapers, independent of the photos.
The phone came with a few options, but I'd like to add to them.
The link I posted in my OP shows a feature to do this (middle of this image), but I can't find it on my phone.............

Yes, you're not seeing it because you need iOS 16.

Also, if I'm understanding your post correctly, 'Add New Wallpaper' doesn't quite mean what you think it means. It's not used to add additional wallpaper to the existing stock gallery to pick from later. It's used to create a new Lock Screen & Home Screen wallpaper set. With iOS 16, you can have multiple wallpaper sets to switch between from the Lock Screen (as mentioned in the bottom part of that screenshot).

If you want to create your own gallery of wallpaper to browse and pick from, the best thing you can do is to create an album(s) in Photos to organize them. The albums should show up in Settings -> Wallpaper -> Choose a New Wallpaper when using iOS 15 or older.

Thanks, I think I understand now.
I was trying to separate it from photos, but apparently that's not an option so an album it shall be.
If I run into a hitch with it, I'll ask for more help.
This is all relatively new to me, and I'm trying to learn and I appreciate the assistance!
First "smart phone" and only iPhone at 70 years old here!
