I have tried to delete the twitter app, reinstall in on my iPhone 5, and on another iPhone, and even start another email account for testing, but failed. It only keep showing "failed to update push notification setting"

For iOS 6.1.4, I cannot update my notification setting
For iOS 7 GM, I cannot receive push notification too.

How can I do to solve the problem?

I don't really know for sure what causes this or how to fix, but here's something to try just as a last ditch attempt.

Try removing the twitter app and waiting at least 24 hours before reinstalling it. I believe some app settings around push notifications are retained for this length of time.

Sorry if this is waste of your time - better than no reply I suppose!

Thanks. Actually I cannot update the setting of push notification for a while already, but I can still receive notification. But now I can receive none after upgrading to iOS 7 GM.

No reply from Twitter. Sigh! How can I draw their attention?

I've had that same problem since ios5. I was thinking, I might just make a new username on twitter and start over.

How to fix a not working Twitter push notification?

Part 1: iPhone, iPad, iPod (Do the procedure on all of your devices.)

1. Delete Twitter app.
2. Go to Settings > Twitter > Select your username > Delete account.
3. Reboot your device.

Part 2: Desktop

1. Go to www.twitter.com and sign in your account.
2. Go to www.twitter.com/settings/applications
3. You must see a list of applications that can access your twitter account.
4. Click 'Revoke Access' on ALL of the apps.
5. Refresh the page and you must not see any single app on the page.

Part 3: iPhone, iPad, iPod (Do the procedure on all of your devices.)

1. Go to Settings > Twitter > Add account
2. Sign in your account.
3. Install the Twitter app.

And your English is fine. Not even the English speaking people at Twitter were able to help me ;)
