iPod I can't change my billing information!

I've been using my debit card with iTunes for a while and have never had a problem. I went in and noticed that they have a PayPal option. I LOVE PayPal. 🙄 I changed the billing to PayPal, did the other necessary steps, and it won't work! It resets itself back to my debit card. How can I fix this?
