Is the target disk formatted with HFS+? Or is it still blank, ie, new from the box?

You need to format the new drive before Carbon Copy Cloner can use it as a target. To format open Disk Utility in the Utilities folder, select the new blank drive, change to the Partition tab, use the drop down menu to change it to 1 Partition instead of Current, click the Options button, click GUID, click Apply. Then retry CCC.
