Wait a minute...
I just realized...you don't KEY IN the phrase <enter> that means PRESS THE ENTER KEY.

I'll stop using that convention to avoid confusion, but I've had people enter in a command and just sit and wait for something to happen without pressing the enter key. Sorry for any confusion.

touch Desktop/test.txt

Ok. something is wrong at a lower level. Have you rebooted?

If you've rebooted and have the same issue, you're probably going to need to use your install disc, use the disk utility and repair the disk. If that fails, you're going to be on your way to an Apple store.

I've never run a HD down that low, so I don't have experience with how OSX will handle that low level of disk space when trying to create new files.

Can you empty trash or delete anything to clear up some space?
I don't have any trash but I'm sure I could clean up my computer, I just haven't because I don't really know how

You're probably going to need some help from somebody who can put their hands on the machine then.

Sorry...
I just tried and deleted a file in my docs. I just cant move things on my desktop. finder is saying it won't let me but other things work.
 
I can't rename it and I don't know how to screenshot.

screen shot is :apple: + shift + 3

also, click on the file you want to delete (single click) and then go to the File menu and select "Get Info..."

A window will pop up. If it has a scroll bar, scroll all the way to the bottom.

Then take another screen shot.

Upload both screen shots.
