I'm running macOS Catalina on a MacBook Air (mid 2019) and would like to better understand what is happening here.

In Safari Preferences > Websites > Notifications > Allow websites to ask for permission to send notifications is unchecked. When I go to the Apple Newsroom website the page is asking for permission to send notifications. How is this possible when I have that option disabled? The attached screenshot will help to understand this issue.

That website is not actually “asking” you. It is just a banner on the website itself that points out to you that you can receive notifications if you want to. Clicking on the click should do nothing, if that option is disabled in Safari settings.

Yeah that blue text that I thought was a link did nothing when I clicked on it except remove the banner. Thanks for your help in understanding this better.
