It happens every .9 release ... suddenly the OS has lots of new annoying bugs that didn't exist before. Safari has crashed several times, my system freezes up in Mail, Rosetta seems a bit slower.

I know it sounds like a conspiracy theory, but I get the sense that every Mac .9 release is intended to make you buy the .0 upgrade right around the corner. I wish I could go back to .8, it was much more stable.
 
It might be your luck.

I have no problems with 10.4.9 update except if you included the crashing of Camino & Firefox while browsing certain arabic sites.
 
Try installing the 10.4.9 Combo updater over the top of what you have, then remember to repair your permissions afterwards.

Just tried this ... it seems to have done the trick (although it's possible that the permissions repair is what really fixed it, I don't know.) But then again, hard to give a full report with only 5 minutes of use.
