It's probably one of the reasons; they wanted a smaller, less expensive device to compete with the smaller, less expensive competitive tablets. The iPad mini is their lowest-margin iOS device these days, so they didn't make it so that they could make money hand over fist (although they are).

I think they are actually not making "as much" off each iPad Mini sold, so I doubt they are making them because its cheaper than a fullsize. So I agree, it is due to competing in the market for smaller tabs.
