I have the m4r file, 29 seconds long, in a folder. I open iTunes, connect my iPhone, open the "Tones" folder and drag the tone into there but it gives the little red "Not allowed" symbol. If I change the file to m4a, iTunes will happily play it.

Any ideas?

I prefer the original text tone from my first phone that is on an .m4r file. I put it on my iphone through itunes. I watched a youtube video how to do it.

Yeah I’d recommend just finding a recent step-by-step guide that will walk you through the conversions. It’s definitely not easy. I did a whole bunch of them last year and eventually ended up defaulting back to the stock sounds.

I had to use garage band on my iPhone and the file can be added to the files area in the files app.

There are articles explaining the process.
