i have a 6s plus with a9 processor and graphics and play games like modern combat 5 and other fps on multi player and i wonder if i get a ipad for example with a9x processor or the not one to buy now Iphone 7 with a10 processor , can you see and feel the performance diffrence while playing or is it just numbers , and can the games perform more fps the better the processor and graphics are or is it limited by say 60 fps always or how does it work in ios and apps?

I think it is limited at 60fps since the iPhone display refresh rate is (I think) that. But developers typically develop for whatever their lowest common denominator is (like the A5 devices nowadays) and enable additional graphical capabilities for newer devices (shading, particle effects, etc.) if their testing shows they can support it.
