I heard mac mini doesn't have CUDA support.

CUDA is a feature specific to Nvidia graphics cards. If you don’t know what it is, it doesn’t make any difference to you.

And no, out of the box it doesn't even have an Nvidia card, it will work with an Nvidia eGPU when Apple officially supports it again

Been a long time since any Mac shipped with Nvidia GPU. Apple preferred to back OpenCL and has now moved to supporting Metal instead.
Some older Macs still have them and a number of vocal cMP users on here with Nvidia cards in them, however for Mojave then not many Nvidia cards supported and no Web Drivers released so stuck at High Sierra.
If you need Cuda, then really Apple Mac is not the platform to be using now.
