They don't and can't throttle on LTE. It is the deal with the FCC and the spectrum they bought thanks to Google promising a bid of $4.6 billion.

Tweet and ask them. They don't. Only on 3G. And if they do throttle you, complain to the FCC. You are guaranteed a response from HQ and they'll tell you they can't.
