Do you have Reduce motion and Reduce Transparency to On.

If it's a big deal for you, 9.1 improves multitasking UI if you don't mind losing the jailbreak.

no. i don't have the above mentioned tweaks installed. and i'm using one tweak only. my dad's running 9.0.2 (not jailborken) & his iphone 5 has a "speedier" multitask UI. hence the concern

There is no lag. If you think so, remove the jailbreak.

Try switcher speedster from Cydia. Use its settings menu to turn off blur and transparency.
