I wanted to clean up my hard drive since i was using about 40 gigs of the 80gb. I backed up my music, pictures, movies and documents to my external hard drive and deleted everything I could, but I'm still left with 27 gb of stuff that I have no idea if I need.

I have 9.7 gb in Library
3.5 gb in Applications
1.96 gb in Systems
10.39 gb in User

Does any of that seem high for having no pictures, music or movies on it? Is there anything I can get rid of that won't mess up my computer?

If you backed it up, then just reinstall the OS to get it back to normal.

Users seems high though, if you cannot do the reinstall.

Yes, delete everything in library and system. :p

But seriously please don't. It WILL kill your install.
