Admittedly, I am utterly ignorant about the Apple Watch and am considering the Ultra 4 when it releases. I'm in the dark about things like memory and app storage. How many apps can be downloaded, and can non-Apple-developed apps be downloaded?
Do you have an iPhone? Your signature seems to suggest that you don't. You'll need one to use the Apple Watch. For the Ultra 4, you'll need an iPhone that is running iOS 27. Technically, you could use someone else's iPhone (running iOS 27) and use Family Setup, but the watch would be pretty crippled in features.
The watch is designed to be more of a companion device for the iPhone rather than a completely standalone device. This is especially true if you don't have an active cellular data plan for the watch.
As far as apps go, you can look in the App Store on your iPad or Mac to see if the apps you'd like to use support the Apple Watch. Personally, out of all the apps I have installed on my iPhone, only one of them is also installed on my watch...an app to lock/unlock/start my car remotely.
It is for another family member, but support and help will fall on my shoulders. 🙂
I still have the 15+; I keep it on 18 and the charger as a backup and for others to use. The other half says the phone could be used without the iPhone, but I figured that would hobble the Watch as you have noted. Makes no sense to have the phone and not have an iPhone.
iOS 27 will likely go on the 15+ once 27 has been released to the masses and is not problematic. Presently, I have several friends who are not happy with 26 and a few who feel better about 27, but they still have qualms about 27; they do think Apple will make 27 stellar eventually.
I really know zero about the insides of these watches, not one clue. I was surprised that Apple got 16GB into my iPod Nano...which still works, by the way. 🙂 I wondered if they got 16GB in a Nano, then they might get that much in a Watch.

They make 2TB micro SD cards. If they wanted they could fit huge storage.
The Apple Watch doesn’t really need it though. Your family member will at most use Apple apps already on it with maybe 1 or 2 3rd party ones. It can be useful for music/podcasts if they want to leave the iPhone behind, to go for a run for example. Storage isn’t a problem on the watch.
